Final Order Entered: 1. The rates and charges proposed by Mountain District in its application and supplemental statement of adjusted operations are denied. 2. The rates for Phase 1 in Appendix B to this Order are approved for service on and after the date of this Order. 3. The rates for Phase 2 in Appendix B to this Order are approved for service on year after the date of this Order. 4. Thirty days prior to the effective date of the Phase 2 service rates, Mountain District shall publish notice following the requirements of KRS 278.015 and 807 KAR 5:068, Section 5(4). The customer notice shall contain only the rate comparison being implemented for the rate phase. 5. A deviation from the notice requirement set out in 807 KAR 5:001, Section17(4)(b) is granted. 6. In its next rate case, Mountain District shall provide an analysis of how cost-based rates are determined based on the service equivalence meter size ratios and analyze the rate of return of each rate class. 7. Within 20 days of the date of this Order, Mountain District shall file with the Commission, using the Commission’s electronic Tariff Filing System, new tariff sheets setting forth the rates, charges, and modifications approved or as required herein and reflecting their effective date and that they were authorized by this Order. 8. This case is closed and removed from the Commission’s docket.

Order Entered: 1. Mountain District’s proposed rates are suspended for five months, up to and including May 17, 2026. 2. The procedural schedule set forth in the Appendix to this Order shall be followed. 3. Mountain District shall respond to the request for information propounded by Commission Staff attached as Appendix B to this Order by December 12, 2025. 4. Mountain District shall respond to all requests for information propounded by Commission Staff, whether identified on the procedural schedule or otherwise, as provided in those requests. 5. Any party filing a paper with the Commission shall file an electronic copy in accordance with the electronic filing procedures set forth in 807 KAR 5:001, Section 8.
