Order Entered: 1. The procedural schedule set forth in Appendix A to this Order shall be followed. 2. On or before the date set forth in the procedural schedule, Morgan District shall file its responses to the Commission Staff’s request for information, attached to this Order as Appendix B. 3. Morgan District shall respond to any additional requests for information propounded by Commission Staff as provided in those requests. 4. No later than the date set forth in the procedural schedule, Commission Staff shall file with the Commission and serve upon all parties of record a written report (Commission Staff’s Report) containing its recommendations regarding Morgan District’s requested rate adjustment. 5. No later than 14 days after the date of service of the Commission Staff’s Report, each party of record shall file with the Commission: a. Its written comments on and any objections to the findings contained in the Commission Staff’s Report; and b. Any additional evidence for the Commission to consider.

Order Entered: 1. Morgan District’s motion for an emergency hearing is granted. 2. Morgan District’s motion for a deviation from notice requirements set forth in 807 KAR 5:076 Section (3) is denied. 3. A hearing in this matter shall be held on May 2, 2024, at 9 a.m. Eastern Daylight Time and will continue until called from the bench by the presiding officer, in the Richard Raff Hearing Room at the offices of the Public Service Commission at 211 Sower Boulevard, Frankfort, Kentucky. 4. Pursuant to 807 KAR 5:001, Section 2, if the hearing is not concluded on the designated day, the hearing may be continued upon verbal announcement by the presiding officer. A verbal announcement made by the presiding officer shall be proper notice of the continued hearing. 5. Morgan District, including its Manager, Chairman and Treasurer of its Board of Commissioners shall participate in person at the May 2, 2024 hearing. 6. Morgan District shall file a witness list at least seven days prior to May 2, 2024. 7. Morgan District shall give notice of the hearing in compliance with 807 KAR 5:076, Section 12. In addition, the notice of hearing shall include the following statements: “This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov” and “Public comments may be made at the beginning of the hearing. Those wishing to make oral public comments may do so by following the instructions listed on the PSC website, psc.ky.gov.”
