Final Order Entered: 1. The recommendations contained in the Commission Staff’s Report, as modified above, are adopted and incorporated by reference into this Order as if fully set out herein. 2. The water service rates proposed by Muhlenberg District #3 are denied. 3. The water service rates set forth in Appendix B to this Order are approved for service rendered by Muhlenberg District #3 on or after the date of this Order. 4. Within 20 days of the date of service of this Order, Muhlenberg District #3 shall file with this Commission, using the Commission’s electronic Tariff Filing System, new tariff sheets setting forth the rates and charges approved herein and their effective date, and stating that the rates and charges were authorized by this Order. 5. This case is closed and removed from the Commission’s docket.

Muhlenberg District #3 shall file its written response, if any, to Commission Staff’s Report within 14 days of the filing of the Commission Staff’s Report. 4. All provisions of the Commission’s January 9, 2024 Order, as amended by the April 11, 2024 Order, that are in conflict with the provisions of this Order are vacated, and all other provisions not in conflict with the provisions of this Order shall remain in effect.

Order Entered: 1. The procedural schedule set forth in Appendix A to this Order shall be followed. 2. On or before the date set forth in the procedural schedule, Muhlenberg District #3 shall file its responses to the Commission Staff’s request for information, attached to this Order as Appendix B. 3. Muhlenberg District #3 shall respond to any additional requests for information propounded by Commission Staff as provided in those requests. 4. No later than the date set forth in the procedural schedule, Commission Staff shall file with the Commission and serve upon all parties of record a written report (Commission Staff’s Report) containing its recommendations regarding Muhlenberg District #3’s requested rate adjustment. 5. If Commission Staff recommends that Muhlenberg District #3’s financial condition supports a higher rate than Muhlenberg District #3 proposes or the assessment of an additional rate or charge not proposed in Muhlenberg District #3’s application,
