Order Entered: 1. The procedural schedule set forth in the Appendix to this Order shall be followed. 2. Kentucky Power Company (Kentucky Power) shall respond to all requests for information propounded by Commission Staff, whether identified on the procedural schedule or otherwise, as provided in those requests. 3. Any party filing a paper with the Commission shall file an electronic copy in accordance with the electronic filing procedures set forth in 807 KAR 5:001, Section 8. Electronic documents shall be in portable document format (PDF), shall be searchable, and shall be appropriately bookmarked. The Commission directs the parties to the Commission’s July 22, 2021 Order in Case No. 2020-00085² regarding filings with the Commission. 4. The Commission does not look favorably upon motions for continuance. Accordingly, motions for extensions of time with respect to the schedule herein shall be made in writing and will be granted only upon a showing of good cause. 5. The Commission does not look favorably upon motions to excuse witnesses from testifying at Commission hearings. Accordingly, motions to excuse a witness from testifying at a Commission hearing or from testifying in person at a Commission hearing shall be made in writing and will be granted only upon a showing of good cause. |

Kentucky Power’s motion for rehearing is granted in part and denied in part with respect to the issues discussed in the section regarding the Characterization of Case No. 2023-00159 as discussed above. 2. Kentucky Power’s motion for rehearing is granted with respect to all other issues to further develop the record. 3. The first full paragraph on page 4 of the June 14, 2024 Order is vacated and replaced with the following: In Case No. 2023-00159, Kentucky Power requested that its under-recovery regulatory asset for Tariff P.P.A., be part of the regulatory assets for which it sought securitization. The rates proposed by Kentucky Power are approved as fair, just and reasonable for Kentucky Power, and these rates and charges are approved for service rendered on and after September 29, 2023. 2. Kentucky Power’s proposal to revise its over/under recovery mechanism for Tariff P.P.A. is denied. 3. Kentucky Power shall use forecasted revenues to calculate the Tariff P.P.A. rates in subsequent filings. 4. From the date of its next effective Tariff P.P.A. rates, Kentucky Power shall write off any remaining Tariff P.P.A. under/over recovery that will not be recovered through the Tariff P.P.A. rates. 5. Within 20 days of the date of service of this Order, Kentucky Power shall file with the Commission, using the Commission’s electronic Tariff Filing System, new tariff sheets setting forth the rate and charge approved by this Order and its effective date, and also stating that the rate and charge were authorized by this Order. 6. This case is closed and removed from the Commission’s docket. |

Order Entered: 1. This proceeding is established to investigate the reasonableness of the proposed Tariff P.P.A. rates. 2. Kentucky Power’s proposed Tariff P.P.A. rates are suspended for one day, September 28, 2023. 3. Kentucky Power’s proposed Tariff P.P.A. rates may be placed in effect by Kentucky Power on and after September 29, 2023, pending the final Order in this matter and subject to refund, provided Kentucky Power provides written notice to the Commission of its intention to do so as required by KRS 278.190(2). 4. Within 20 days of the date of service of this Order, Kentucky Power shall file its revised Tariff P.P.A. reflecting the revised effective date and that the rates are subject to refund. 5.
