Final Order Entered:1. North Hopkins District’s motion of April 23, 2021, is granted. 2. North Hopkins District is excused from the requirement to file for an adjustment in its base rates or file an alternative rate filing by May 6, 2021. 3. North Hopkins District shall report 12 months from the date of this Order the total gallons and the percentage of water it purchases from each of its suppliers and the rate it pays for that water. 4. North Hopkins District shall adopt a policy to review its rate sufficiency at least every three years. 5. This case is closed and removed from the Commission’s docket. |

Order Entered: 1. A hearing in this matter shall be held on Tuesday, December 15, 2020, at 9 a.m. Eastern Standard Time, in the Richard Raff Hearing Room (Hearing Room 1) at the offices of the Public Service Commission at 211 Sower Boulevard, Frankfort, Kentucky. 2. North Hopkins Water District (North Hopkins District) Board Chairman Norman Adams and North Hopkins District Board Members James Ashby, Greg Crowley and Allen Legrand shall appear in person at the December 15, 2020 hearing to provide testimony on behalf of North Hopkins Water District. 3. Manager of North Hopkins District, Tamara Hunter, shall appear in person at the December 15, 2020 hearing to provide testimony on behalf of North Hopkins District. 4. Additional witnesses may be identified in a future Order to provide testimony regarding the financial and operational state of North Hopkins District. 5. North Hopkins District shall give notice of the hearing in compliance with 807 KAR 5:001, Section 9(2)(b). In addition, the notice of hearing shall include the following statement: 'This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov" and 'Public comments may be made at the beginning of the hearing. Those wishing to make oral public comments may do so by following the instructions listed on the PSC website, psc.ky.gov." |

Final Order Entered: 1. North Hopkins District is granted a CPCN for the proposed project as submitted. 2. North Hopkins District’s proposed plan of financing is approved. 3. North Hopkins District is authorized to enter into a loan agreement for a Rural Development loan not to exceed $855,000. 4. The proceeds from the loan agreement shall be used only for the purposes specified in North Hopkins District’s application. 5. North Hopkins District is authorized to obtain a grant not to exceed $285,000 from the USDA/RD. 6. North Hopkins District shall obtain approval from the Commission prior to performing any additional construction not expressly authorized by this Order. 7. Notwithstanding ordering paragraphs 4 and 6, if surplus funds remain after the approved construction has been completed, North Hopkins District may use such surplus to construct additional plant facilities if USDA/RD approves of the use and the additional construction, and it will not result in a change in North Hopkins District’s rates for service. North Hopkins District shall provide written notice of this additional construction in accordance with 807 KAR 5:069, Section 4. |
