Order Entered: 1. Taylor RECC’s February 5, 2026 motion for confidential treatment is granted. 2. The designated material granted confidential treatment by this Order shall not be placed in the public record or made available for public inspection until the purchase and sale agreement is approved and the purchase and sale is complete or until further order of this Commission. 3. Use of the designated material granted confidential treatment by this Order in any Commission proceeding shall comply with 807 KAR 5:001, Section 13(9). 4. If the designated material granted confidential treatment by this Order becomes publicly available or no longer qualifies for confidential treatment, Taylor RECC shall inform the Commission and file with the Commission an unredacted copy of the designated material. 5. If a nonparty to this proceeding requests to inspect the material granted confidential treatment by this Order and the period during which the material has been granted confidential treatment has not expired, Taylor RECC shall have 20 days from receipt of written notice of the request to demonstrate that the material still falls within the exclusions from disclosure requirements established in KRS 61.878. If Taylor RECC is unable to make such demonstration, the requested material shall be made available for inspection. Otherwise, the Commission shall deny the request for inspection.

Final Order Entered: 1. Taylor RECC is authorized to issue evidence of indebtedness in the form of a Purchase and Sale Agreement between Water Tower Management, LLC, to purchase property to be used for Taylor RECC’s headquarters. 2. Taylor RECC is authorized to enter into the Purchase and Sale Agreement only through January 10, 2027. 3. Taylor RECC shall agree only to terms that are consistent with the parameters set forth in the Purchase and Sale Agreement. 4. Taylor RECC shall, within 30 days from the execution of the agreement, file with the Commission a written statement setting forth the terms of the executed Purchase and Sale Agreement. 5. Taylor RECC shall notify the Commission should any of the Approvals detailed above not be met. 6. Taylor RECC shall notify the Commission should any party exercise its right to terminate the agreement prior to the above Approvals being obtained. 7. Taylor RECC shall notify the Commission should the sale and purchase of the premises not occur. 8. Taylor RECC shall notify the Commission upon Closing of the Purchase and Sale Agreement following all necessary subsequent approvals by the Commission. 9. Any documents filed in the future pursuant to ordering paragraphs 4–8 of this Order shall reference this case number and shall be retained in Taylor RECC’s post-case correspondence file.
