Final Order Entered: 1. The monthly water service rates requested by Henry District in the Application and in its February 24, 2017 response to Staff's report are approved . 2. Henry District shall charge the water service rates that are set forth in Appendix A for water service rendered on and after the date of this Order. 3. Henry District shall use the "PSC Approved Service Life" set forth below to depreciate water plant assets for ratemaking and accounting purposes in all future reporting periods. No adjustment shall be made to accumulated depreciation or retained earnings to account for this change in accounting estimate. 4. Henry District shall include a copy of the calculation of the Depreciation Expense reported in the 2016 Report using the Commission approved depreciable lives for all assets. 5. Within 20 days of the date of this Order, Henry District shall file revised tariff sheets with the Commission, using the Commission's electronic Tariff Filing System, setting forth the water service rates approved herein.

Order Entered: 1. No later than February 22, 2017, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding Henry District's requested rate adjustment. 2. No later than 14 days after the date of the filing of the Commission Staff Report each party of record shall file with the Commission: a. Its written comments on and any objections to the findings contained in the Commission Staff Report; and b. Any additional evidence for the Commission to consider. 3. If Commission Staff finds that Henry District's financial condition supports a higher rate than Henry District proposes or the assessment of an additional rate or charge not proposed in the Application, Henry District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the additional rate or charge. 4. If Commission Staff finds that changes should be made to the manner in which Henry District accounts for the depreciation of Henry District's assets, Henry District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should require Henry District to implement the proposed change for accounting purposes.
