Final Order Entered: 1. Cannonsburg District is granted a CPCN for the proposed project as submitted. 2. Cannonsburg District’s proposed plan of financing as set forth in its application is approved. 3. Cannonsburg District is authorized to enter into a loan in the amount of $2,304,263 with KIA, to mature over a period of 20 years and with an interest rate of 2.00 percent and semi-annual administrative fee of 0.25 percent. 4. The proceeds of the loans shall be used only for the purposes specified in Cannonsburg District’s application. 5. Cannonsburg District shall obtain approval from the Commission prior to performing any additional construction not expressly authorized by this Order. 6. Cannonsburg District shall file with the Commission documentation of the total costs of this project, including the cost of construction and all other capitalized costs (e.g., engineering, legal, and administrative), within 60 days of the date that construction is substantially completed. Construction costs shall be classified into appropriate plant accounts in accordance with the Uniform System of Accounts for water utilities prescribed by the Commission. 7. Cannonsburg District shall notify the Commission in writing one week prior to the actual start of construction.
