Order Entered: The Attorney General's Motion for Rehearing is granted on the issues of Caldwell District's wage increase to its four employees and the level of Caldwell District's water loss. 2. The procedural schedule set forth in the Appendix to this Order shall be followed.

Final Order Entered: 1. The water service rates requested by Caldwell District are denied. 2. The water service rates set forth in Appendix A to this Order are approved for services rendered by Caldwell District on and after the date of this Order. 3. Within 20 days of the date of this Order, Caldwell District shall file revised tariff sheets with the Commission using the Commission's electronic Tariff Filing System, containing the rates set forth in Appendix A of this Order. 4. In all future reporting periods, Caldwell District shall use the "PSC Approved Service Life" set forth in Appendix B to this Order for the listed asset groups when calculating and reporting depreciation for all reporting periods after the date of this Order. No adjustment to accumulated depreciation or retained earnings should be made to account for this change in accounting estimate.

Caldwell County Water District Written Comments to Staff Report

Order Entered: 1. The Attorney General's Supplemental Motion to Intervene is granted. 2. The Attorney General shall be entitled to the full rights of a party and shall be served with the Commission's Orders and with filed testimony, exhibits, pleadings, correspondence, and all other documents submitted by parties after the date of this Order. 3. The Attorney General shall comply with all provisions of the Commission's regulations, 807 KAR 5:001, Section 8, related to the service and filing of documents. 4. The Attorney General shall adhere to the procedural schedule set forth in the Commission's February 18, 2016 Order and as amended by subsequent Orders. 5. Pursuant to 807 KAR 5:001, Section 8(9), within seven days from the date of this Order, the Attorney General shall file a written statement with the Commission that: a. Certifies that it, or its agent, possesses the facilities to receive electronic transmissions; and b. Sets forth the electronic mail address to which all electronic notices and messages related to this proceeding should be served.

Order Entered: 1. No later than May 4, 2016, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding Caldwell County's requested rate adjustment. 2. No later than May 18, 2016, or 14 days after the date of the filing of the Commission Staff Report, whichever occurs earlier, each party of record shall file with the Commission :a. Its written comments on and any objections to the findings and recommendations contained in the Commission Staff Report; and b. Any additional evidence for the Commission to consider. c. If a party requests a hearing or informal conference, then the party shall make the request in its written comments and state the reason why a hearing or informal conference is necessary. 3. If Commission Staff finds that Caldwell County's financial condition supports a higher rate than Caldwell County proposes or the assessment of an additional rate or charge not proposed in Caldwell County's application, Caldwell County in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the recommended additional rate or charge.
