Order Entered: 1. Kentucky Power's Motion is granted. 2. Ordering paragraph 4 of the December 26, 2019 final Order is hereby amended. 3. Ordering paragraph 4 of the December 26, 2019 final Order now states: "The rates in the Appendix to this Order are approved effective with service rendered on or after the Company's first billing cycle of February 2020 (January 30, 2020). The rates in the Appendix to this Order are designed to reflect the increase of $0.00126 per kWh to base energy rates, which is the differential between the old base fuel cost of $0.02725 per kWh and the new base fuel cost of $0.02851 per kWh." 4. All other provisions of the Commission's December 26, 2019 final Order remains in full force and effect. 5. This case is closed and removed from the Commission's docket.

Order Entered: 1. Kentucky Power's petition for confidential protection for attachments 1 and 2 to Response 4, attachments 1 and 2 to Response 30, attachment 1 to Response 31, and attachment 1 to Response 32 is granted. 2. Attachments 1 and 2 to Response 4 shall not be placed in the public record or made available for public inspection until five years from the date of this Order, or until further Orders of this Commission. 3. Attachments 1 and 2 to Response 30, attachment 1 to Response 31, and attachment 1 to Response 32 shall not be placed into the public record until January 1, 2021, or until further Orders of this Commission. 4. Use of the material in question in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 5. Kentucky Power shall inform the Commission if the material in question becomes publicly available or no longer qualifies for confidential treatment. 6. If a non-party to this proceeding requests to inspect the material granted confidential treatment by this Order and the period during which material has been granted confidential treatment has not expired, Kentucky Power shall have 30 days from receipt of written notice of the request to demonstrate the material still falls within exclusions from disclosure requirements established in KRS 61.878. If Kentucky Power is unable to make such demonstration, the requested material shall be made available for inspection. Otherwise, the Commission shall deny the request for inspection.

Final Order Entered: 1. The charges and credits applied by Kentucky Power through the FAC for the period from November 1, 2016, through October 31, 2018, are approved. 2. Kentucky Power's proposed base fuel cost of $.02851 per kWh is approved. 3. Kentucky Power shall increase its base energy rates by $.00126 per kWh to reflect the reestablishment of base fuel costs. 4. The rates in the Appendix to this Order are approved effective with service rendered on and after February 1, 2020. The rates in the Appendix to this Order are designed to reflect the increase of $.00126 per kWh to base energy rates, which is the differential between the old base fuel cost of $.02725 per kWh and the new base fuel cost of $.02851 per kWh. 5. Beginning with the expense month for February 2020, Kentucky Power shall use a FAC rate based upon a base fuel cost of $.02851 per kWh. 6. Kentucky Power's motion for an Informal Conference is denied. 7. Within 20 days of the date of this Order, Kentucky Power shall file, using the Commission's electronic Tariff Filing System, its revised tariff sheets with the Commission setting out the rates approved herein and reflecting that they were approved pursuant to this Order. 8. This case is closed and removed from the Commission's docket.

Order Entered: 1. Kentucky Power Company (Kentucky Power) shall appear in Hearing Room 1 of the Commission's offices at 211 Sower Boulevard, Frankfort, Kentucky, on April 16, 2019, at 9:00 a.m., Eastern Daylight Time, to submit itself to examination on the application of its Fuel Adjustment Clause (FAC) from November 1, 2016, to October 31, 2018. 2. Not less than 7 days and no more than 21 days prior to the scheduled hearing, Kentucky Power shall publish, in a newspaper of general circulation in each area in which it serves, notice of the purpose, time, place, and date of the scheduled hearing. In addition, the notice of hearing shall include the following statement: "This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov." 3. Kentucky Power shall file with the Commission no later than April 15, 2019, proof of publication of its notice for the hearing. 4. The official record of the proceeding shall be by digital video recording only. 5. Neither opening statements nor summaries of pre-filed testimony will be permitted at the scheduled hearing. 6. The Commission adopts the procedural schedule set forth in Appendix A to this Order, which is incorporated by reference herein. 7. a. The information requested in Appendix B to this Order is due no later than 14 days from the date of entry of this Order.
