A public hearing on this emergency administrative regulation shall be held on July 30, 2024, at 10:00 a.m. Eastern Daylight Time at the Kentucky Public Service Commission, 211 Sower Boulevard, Frankfort, Kentucky 40601. Individuals interested in being heard at this hearing shall notify this agency in writing by five workdays prior to the hearing, of their intent to attend. If no notification of intent to attend the hearing was received by that date, the hearing may be cancelled. This hearing is open to the public and instructions on how to attend and participate virtually will be published on the commission’s website at psc.ky.gov. A transcript of the public hearing will not be made unless a written request for a transcript is made. If you do not wish to be heard at the public hearing, you may submit written comments on the proposed administrative regulation. Written comments shall be accepted through July 31, 2024. PUBLIC HEARING AND PUBLIC COMMENT PERIOD: A public hearing on this administrative regulation shall be held on May 21, 2024, at 10:00 a.m. eastern daylight time at the Kentucky Public Service Commission, 211 Sower Boulevard, Frankfort, Kentucky 40601. Individuals interested in being heard at this hearing shall notify this agency in writing by five workdays prior to the hearing of their intent to attend. On September 14, 2022, the Commission filed an emergency amendment to, 807 KAR 5:001 – Rule of procedure, with the Legislative Research Commission pursuant to KRS Chapter 13A. A public hearing on this administrative regulation shall be held on October 25, 2022, at 9:00 a.m. eastern standard time at the Kentucky Public Service Commission, 211 Sower Boulevard, Frankfort, Kentucky 40601. Individuals interested in being heard at this hearing shall notify this agency in writing by five workdays prior to the hearing of their intent to attend. Proposed Amendments
PSC’s Proposed Regulations and Amendments to Regulations
The Public Service Commission (Commission) has undertaken review of its Administrative Regulations. The Commission, as it reviews its regulations, would like to involve all stakeholders at all stages in this process. The Commission believes that this review should be a joint effort of this agency and all stakeholders to develop regulations that promote and foster an effective and efficient administrative process. As part of the review process, the Commission requests that stakeholders submit written comments and suggestions on the regulations as they are reviewed.
The Commission has completed its review and made several proposed changes to 807 KAR 5:001 (Rules of Procedure), 807 KAR 5:006 (General Rules), and 807 KAR 5:011 (Tariffs). On May 14, 2021, the Commission filed a new administrative regulation, 807 KAR 5:015 Access and attachments to utility poles and facilities, with the Legislative Research Commission pursuant to KRS Chapter 13A.
The deadline for filing comments on all other proposed changes to regulations is still extended indefinitely.

Update December 1, 2020 - Suspension of Enforcement of 807 KAR 5:056, Section 3(5)
The Commission has determined that amendments to 807 KAR 5:056, the Fuel Adjustment Clause ("FAC") regulation, are necessary. The Commission plans to file with the Legislative Research Commission, no later than December 15, 2020, proposed amendments to 807 KAR 5:056 that will delete Section 3(5) from the FAC regulation. The Commission will propose no other amendments to the regulation.
