Final Order Entered: 1 . Kentucky Power's application is approved. 2. Kentucky Power's request for deviations from the requirements of 807 KAR 5:006, Section 8(1 )(d)(3)(d), and 807 KAR 5:006, Section 11 (5), to permit Kentucky Power to establish an additional means of making refunds is granted. 3. Kentucky Power's proposed changes to Tariff Sheet 2-3, Terms and Conditions of Service, paragraph 4(E), and Tariff Sheet 2-11, Terms and Conditions of Service, paragraph 20, to authorize the use of prepaid cards and electronic funds transfers to make residential refunds are approved. 4. Kentucky Power shall develop and implement, as part of the company's training process for its customer service representatives, protocols to ensure that customers receiving a prepaid card will be informed of the potential fees that could be assessed in connection with the prepaid card. 5. Kentucky Power shall ensure that the third-party issuer, Citibank, is provided accurate customer identification so that any prepaid cards to be issued include the correct customer's name, which will also aid in the effective delivery and receipt of the prepaid cards.

Order Entered: Kentucky Power's motion for confidential protection is hereby granted. 2. Kentucky Power's responses to Commission Staffs First Request, items 5 and 17, and the AG's First Request, Item 3.h., shall not be placed in the public record or made available for public inspection for the two-year term of the agreement, through November 18, 2016, or until further Orders of this Commission. 3. if the subject agreement is renewed, Kentucky Power shall timely notify the Commission's Executive Director in writing and request an extension of time in which the agreement should remain confidential. 4. Use of the materials in question in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 5. Kentucky Power shall inform the Commission if the materials in question become publicly available or no longer qualify for confidential treatment.

Intervenor comments, If any, shall be filed no later than March 11, 2016. b. Kentucky Power's rebuttal comments, If any, shall be filed no later than March 18, 2016. c. Parties shall file a request for an evidentiary hearing, supported by a detailed statement of factual Issues to be raised therein, or a request that the matter can be decided on the record no later than March 25, 2016. 2. All other provisions of the December 9, 2015 Order that are not In conflict with the terms of this Order shall remain In full force and effect.

Order Entered: 1. The motion of the Attorney General to intervene is granted. 2. The Attorney General shall be entitled to the full rights of a party and shall be served with the Commission's Orders and with filed testimony, exhibits, pleadings, correspondence, and all other documents submitted by parties after the date of this Order. 3. The Attorney General shall comply with all provisions of the Commission's regulations, 807 KAR 5:001, Section 8, related to the service and filing of documents. 4. The Attorney General shall adhere to the procedural schedule set forth in the Commission's December 9, 2015 Order and as amended by subsequent Orders. 5. Order Entered: 1. Kentucky Power's proposed modifications to Tariff Sheet Nos. 2-3 and 2-11 of its Terms and Conditions are suspended for a period of five months, up to and including May 19, 2015. 2. The procedural schedule set forth in the Appendix to this Order shall be followed. 3. a. Responses to requests for information in paper format shall be appropriately bound, tabbed and indexed and shall include the name of the witness responsible for responding to the questions related to the information provided, with an original in paper medium and an electronic version to the Commission. b. Each response shall be answered under oath or, for representatives of a public or private corporation or a partnership or association or a governmental agency, be accompanied by a signed certification of the preparer or person supervising the preparation of the response on behalf of the entity that the response is true and accurate to the best of that person's knowledge, information, and belief formed after a reasonable inquiry. c. Any party shall make timely amendment to any prior response if it obtains information which indicates that the response was incorrect when made or, though correct when made, is now incorrect in any material respect. d. For any request to which a party fails or refuses to furnish all or part of the requested information, that party shall provide a written explanation of the specific grounds for its failure to completely and precisely respond.
