Order Entered: 1. The rates requested by East Daviess, as shown in Appendix A, are approved for water service rendered on and after the date of this Order. 2. Within 20 days of the date of this Order, East Daviess shall file revised tariff sheets with the Commission, using the Commission's electronic Tariff Filing System, containing the rates set forth in Appendix A to this Order. 3. East Daviess shall, for accounting and ratemaking purposes, use the "PSC Approved" service lives set forth in Appendix B for the listed classes of assets when calculating and reporting depreciation for all reporting periods after the date of this Order, but shall make no retroactive adjustments to its books to account for the cumulative effect of this change in accounting estimates.

Order Entered: 1. No later than January 31, 2014, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding East Daviess's requested rate adjustment. 2. No later than February 14, 2014, or 14 days after the date of the filing of the Commission Staff Report, whichever occurs earlier, each party of record shall file with the Commission: a. Its written comments on and any objections to the findings and recommendations contained in the Staff Report; b. Any additional evidence for the Commission's consideration; and, c. Written notice as to whether this matter may be submitted for decision based upon the existing record. 3. If Commission Staff finds that East Daviess' financial condition supports a higher rate than East Daviess proposes, or the assessment of an additional rate or charge not proposed in East Daviess' application, East Daviess in its response to the Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the recommended additional rate or charge. 4. If Commission Staff recommends changes in the manner in which East Daviess accounts for the depreciation of East Daviess' assets, East Daviess in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should require East Daviess to implement the proposed change for accounting purposes.

Order Entered: 1. The employer tax identification numbers appearing on East Daviess’s federal tax return are afforded confidential treatment. 2. The Executive Director shall remove the document from the Commission’s public files and shall substitute a copy in which all employer tax identification numbers have been redacted.
