Final Order Entered: 1. The findings contained in the Staff Report are adopted and incorporated by reference into this Order as if fully set out herein. 2. The rates proposed by Estill County are denied. 3. The rates set forth in the Appendix to this Order are approved for services rendered by Estill County on and after November 1, 2017. 4. Estill County shall adopt the depreciable lives, as proposed in the Application and agreed upon by Staff, to depreciate water plant assets for accounting purposes in all future reporting periods. No adjustment to accumulated depreciation, or retained earnings should be made to account for this change in the accounting estimate.

Notice of Appearance

Order Entered: 1. Estill District shall appear on November 1, 2017, at 9:00 a.m. Eastern Daylight Time, in Hearing Room 1 of the Commission's offices for the purposes of presenting evidence on Estill District's rate application pursuant to 807 KAR 5:076, and including, but not limited to, any comments included in their response to Commission's Staff Report. 2. Estill District shall give notice of the hearing in compliance with 807 KAR5:001 , Section 9(2)(b). In addition, the notice of hearing shall include the following statement: ''This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov." At the time the notice is mailed or publication is requested, Estill District shall forward a duplicate of the notice and request to the Commission. 3. Pursuant to KRS 278.360 and 807 KAR 5:001 , Section 9(9), the record of the formal hearing shall be digital video recording. 4. Estill District shall, in addition to any other witnesses it may seek to present, produce for examination at the November 1, 2017 hearing the following witnesses: Greg Wright, William Beard, Jerry Arnold, and Audrea Miller. Further, Estill District shall produce a witness or witnesses qualified and prepared to discuss 1) line loss; 2) indebtedness incurred without adhering to the procedures in KRS 278.300(1); and 3) reasons for obtaining loans to pay operating expenses and debt payments that should be paid through the process of collecting operating revenue.

Staff Report

Order Entered: No later than August 9, 2017, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding Estill District's requested rate adjustment. 2. No later than 14 days after the date of the filing of the Commission Staff Report each party of record shall file with the Commission: a. Its written comments on and any objections to the findings contained in the Commission Staff Report; and b. Any additional evidence for the Commission to consider. 3. If Commission Staff finds that Estill District's financial condition supports a higher rate than Estill District proposes or the assessment of an additional rate or charge not proposed in the Application, Estill District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the additional rate or charge. 4. If Commission Staff finds that changes should be made to the manner in which Estill District accounts for the depreciation of Estill District's assets, Estill District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should require Estill District to implement the proposed change for accounting purposes.
