Final Order Entered: 1. The water rates requested by Magoffin County are denied. 2. Staff's water rate phase-in plan, accepted by Magoffin County, is approved. 3. Magoffin County shall charge the rates that are set forth in Appendix A for service rendered on and after the date of this Order. 4. Magoffin County shall charge the rates that are set forth in Appendix B for service rendered effective the day after the first anniversary of the date of this Order. 5. No earlier than 30 days, but no later than 20 days prior to the first anniversary of the date of this Order, Magoffin County shall publish notice of the Phase II rates at least once in a newspaper of general circulation in its territory or place an insert in bills rendered to its customers. Notice shall be in the form set forth in Appendix C to this Order. Magoffin County shall file with the Commission proof of publication no later than ten days after publication of the notice. 6. Within 20 days of the date of this Order, Magoffin County shall file revised tariff sheets with the Commission, using the Commission's electronic Tariff Filing System , setting forth the rates approved herein. 7. Any documents filed pursuant to ordering paragraph 5 shall reference this case number and shall be retained in the utility's general correspondence file. 8. The Executive Director is delegated authority to grant reasonable extensions for filing of any documents required upon Magoffin County's showing of good cause for such extension.

Order Entered: Within 14 days of the date of this Order, Magoffin County shall notify its customers of the implementation of Phase 1 rates by publishing notice of the increase in a newspaper of general circulation in its territory or by placing an insert in bills rendered to its customers. The customer notice shall be in the format set forth in the Appendix to this Order. 2. Magoffin County shall provide proof of publication of the notice to the Commission no later than 30 days from the date of this Order. 3. If the Commission does not receive any written requests for intervention or a hearing in this matter within 30 days of publication of new rates, this case shall stand submitted to the Commission for decision based upon the existing record.

Order Entered: 1. No later than August 4, 2015, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding Magoffin County's requested rate adjustment. 2. No later than August 18, 2015, or 14 days after the date of the filing of the Commission Staff Report, whichever occurs earlier, each party of record shall file with the Commission: a. Its written comments on and any objections to the findings and recommendations contained in the Commission Staff Report; and b. Any additional evidence for the Commission to consider. c. If a party requests a hearing or informal conference, then the party shall make the request in its written comments and state the reason why a hearing or informal conference is necessary. 3. If Commission Staff finds that Magoffin County's financial condition supports a higher rate than Magoffin County proposes or the assessment of an additional rate or charge not proposed in Magoffin County's application, Magoffin County in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the recommended additional rate or charge. 4. If Commission Staff recommends changes in the manner in which Magoffin County accounts for the depreciation of Magoffin County's assets,
