Order Entered: 1. Preliminary motions in this matter will be heard at the start of the hearing and prior to the parties’ opening statements. 2. Each party to this proceeding shall make an opening statement of not more than five minutes in length. 3. Opening statements will be made in the following order: a. City of Versailles and b. Northeast Woodford Water District 4. The parties will present their witnesses in the following order: a. Versailles; and b. Northeast Woodford District. 5. Cross-examination of witnesses will be conducted in the following order: a. Versailles b. Northeast Woodford District; and c. Commission staff. 6. Testimony of witnesses shall be heard in the following order: a. Bart Miller b. Alison White c. Fred Faust d. Warner S. Broughman III; and e. John S. Davis 7. Direct examination of a witness shall be limited to the authentication and adoption of that witness's written testimony. 8. If the parties agree to stipulate the testimony of a witness who has previously filed written testimony, the previously filed written testimony of that witness may be entered into the record of the hearing without the witness being present to authenticate and adopt that testimony. 9. No closing statements shall be permitted. 10. The record of the formal hearing shall be by videotape. 11. Any party wishing to submit a written brief shall file later than 6/2/2012. 12. Commission Staff shall retain all exhibits and evidence presented at the hearing.

Order Entered: This proceeding is established to investigate the reasonableness of the proposed rules. Northeast Woodford District is granted leave to intervene in this investigation. Northeast Woodford shall be entitled to the full rights of a party and shall be served with a copy of all Commission Orders and all documents filed by any party to this proceeding. Versailles shall not take any action to implement the proposed rules until obtaining Commission approval. To the extent permitted by law and consistent with KRS 278.200, Versailles’ proposed rules are suspended. The procedural schedule set forth in Appendix A to this Order shall be followed a. All responses to requests for information shall be appropriately bound, tabbed and indexed and shall include the name of the witness who will be responsible for responding to the questions related to the information provided, with copies to all parties of record and eight copies to the Commission. b. Each response shall be under oath or, for representatives of a public or private corporation or a partnership or association or a overnmental agency, be accompanied by a signed certification of the preparer or person supervising the preparation of the response on behalf of the entity that the response is true and accurate to the best of that person’s knowledge, in formation, and belief formed after a reasonable inquiry. c. A party shall make timely amendment to any prior response if it obtains information that indicates that the
