Please reconsider your recommendation to raise revenue by increasing the monthly service charge rather then the kph rate.  A large increase in the service charge weighs most heavily on those least able to pay and therefore is a regressive tax increase, while an increase in kwh rates affects thosae who use more power ()by living in a larger home, for example) and has the added benefit of encouraging conservation.
