Any rate hikes should be based on individual consummption.  It is unfair to charge the same rate to every household.  A 1000sq ft. house should have a lower rate than a 5000sq ft house.  People working hard to conserve energy should not be charged the same rate as those who do not.  These rate hikes unfairly put the burden on poor working families and those with older, less efficient homes. In many multifamily dwellings, there is only one shared gas meter.  I have observed my neighbors leaving their windows open all winter because the upper floor is too warm!  I once lived in a duplex with shared heat and had to leave my window open in the winter so the other occupant could be warm enough.  We keep our heat at 65 degrees or less, while our neighbors are blasting their heat with the wondows open.  The FLAT RATE is completely unfair!
