I do not agree with increasing the flat rate charged to customers in lieu of a rate increase. This penalizes others such as myself who  have undertaken measures to reduce their energyI consumption. My costs incurred hav  e been quite minor (100% CFL usage, adding insulation in the wall that receives prevailing winds, programmable thermostat, increasing the temperature during the summer, using lights only when truly needed), but I have spent a few hundred dollars.I'm well aware of the costs of solar panels and geothermal and by charging everyone the flat rate surcharge KU will be greatly penalizing customers who are actually running their meters backward the majority of the .The literature they include each month in their billing suggests reduction in energy usage and now they wish to penalize those who have done so, this is morally wrong. My own energy consumption is near half of the average household each month and they wish to charge me the same extra amount as the energy hogs. This is ridiculous!
