I believe that the request to raise the monthly service charge from $8.50 to $13.00 should be rejected by the PSC.  This proposed increase in the monthly service charge unfairly punishes those customers who have invested a lot of money in energy efficiency or who take great pride in minimizing the amount of electricity they consume.  If a rate increase is needed, it should come entirely in the form of an increase in the cost per kilowatt-hour.  This places the cost where it belongs - on the usage, so that those who use more pay more.
