Frequently-anticipated questions:

What does this data set describe?

Title: Electric Power Plants in Kentucky
    Abstract:
Point locations for electric power plants has attributes for operational status (existing or proposed), the Kentucky Public Service Commission's regulatory status, generating capacity, and fuel source. There may be more than one point at a plant if there are proposed expansions plans or generating units with different fuel sources.

Why was the data set created?

This shapefile was created as basic reference information for the Kentucky Public Service Commission (PSC), the Kentucky State Energy Policy Advisory Board, and the Kentucky State Board on Electric Generation and Transmission Siting.

How was the data set created?

  1. From what previous works were the data drawn?

    (source 1 of 1)
    Source_Scale_Denominator: 24,000
    Source_Contribution:
Multiple sources were used for the power plants, particularly for the proposed plants and the capacity information. The source of the capacity value is in the CAPSOURC field; the source for proposed plants is in the PROSOURC field. Specific sources and when they were consulted are in the process step of the metadata.

  2. How were the data generated, processed, and modified?

    Date: July 2000 (process 1 of 7)
Data and locations of existing plants were initially acquired from Kentucky Coal Council on July 6, 2000. The data was further refined by checking plant locations on the DRGs (digital USGS topographic maps) and DOQQs (digital geo-rectified aerial photographs) and by adding various attribute data.

    Date: October 2000 (process 2 of 7)
Incorporated data from 1998 Energy Information Administration, U.S. Department of Energy. This data is available at <http://www.eia.doe.gov/cneaf/electricity/page/data.html>. Energy source (attributes FUEL1 and FUEL2), name plate capacity, prime mover, and operational status originally came from gnrtrtype3ky.dbf--1998 data from EIA that is submitted for each generator at a plant. If there were multiple generating units at a plant, and the energy source, prime mover, and status were the same, these were combined into one record with a summed capacity. In the 1998 EIA data, the status was listed as OP-Operating, RE-Retired, SD-Sold to non-utility. Note that Western Kentucky Energy is a power marketer with Big Rivers owning the plants and LGE operating a considerable portion of them. This is a relatively recent status and explains why the status of these power plants is "SD" - sold to non-utility. Only plants known to be operating were retained from the EIA data.

Date: ongoing (process 3 of 7)
Public Service Commission information from Fuel Adjustment Clauses. Data on existing plants drawn for source (source of capacity value is indicated in the Capsource field) was dated Nov. 2000 except for LG&E Paddy's Run which relies on Nov. 2001 data due to recent expansion.

Date: ongoing (process 4 of 7)
Information for proposed power plants compiled from Kentucky Division of Air Quality status report of plants newly permitted or under review. First report from May 18, 2001. Most recent report as of January 30, 2002. This step will be performed as needed.

    Date: February 2001 (process 5 of 7)
Review of utility web pages for information on power plants.

Date: ongoing (process 6 of 7)
Review of newspaper clippings daily since January 2001 for articles on Kentucky power plants. The Public Service Commission compiles "clippings" daily that pertains to utilities, particularly Kentucky utilities. Information gleaned from these articles is added to this database.

Date: ongoing (process 7 of 7)
Information from notice of intent and applications filed with the Kentucky State Board on Electric Generation and Transmission Siting. A PSC Case Number is assigned with each notice of intent.

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

  2. How accurate are the geographic locations?

Location for some plants is very good, with the site found on a Digital Raster Graphic (1:24,000) or Digital Orthographic Quadrangle (1:12,000), while other locations, especially for proposed plants, may be only approximate. An explanation of how the plant was located in noted in the "LOCATED" field.

  3. How accurate are the heights or depths?

  4. Where are the gaps in the data? What is missing?

  5. How consistent are the relationships among the observations, including topology?
