    Abstract:
    Telephone exchanges in Kentucky define a geographic area in which telephone prices and services are the same. This may be referred to as a rate area. The concept of exchange area is based on geography and regulation, not equipment . An exchange area polygon has only one operating company, which may be referred to as a local telephone company or incumbent local exchange carrier (ILEC or LEC). Area Codes and LATAs (Local Access Transport Area, which is the area local telephone companies are permitted to offer local or long distance telecommunications services), are defined by grouping exchange areas.
    Supplemental_Information:
    Kentucky ALLTEL and ALLTEL Kentucky are two different operating companies.

    The first three digits of a telephone number that correspond to the North American Numbering Plan, commonly referred to as the area code.

    Public Service Commission's Utility ID for the Local Exchange Carrier.

This data set is used by the Kentucky Public Service Commission as basic reference information for defining the area of operation of local exchange carriers, for working with area codes (particularly the creation of new ones), and for rate cases.

    Date: 1999 (process 1 of 4)
    World file constructed for scanned digital image of paper map produced by Ladd Engineering Associates, Inc., for the Kentucky Telephone Association in 1995 at a scale of 1:1,500,000 to match to a Kentucky South Zone State Plane Coordinate System NAD27 coverage of counties. The counties were compiled by Natural Resources Environmental Protection Cabinet at a scale of 1:24,000. The exchange areas were digitized with ArcView 3+ heads-up.

    Converted from shapefile to ArcInfo coverage to clean digitizing errors.

    One exchange, "Heath" in Ballard County was found to be in two separate polygons, and was "unioned" to act as one; two exchanges had the same name...Lewisburg, so renamed one of them Lewisburg Logan. Cumberland County in Burkesville was changed to Burkesville Rural; Harold Telephone Co. to Coalfields Telephone, South Central Bell to Bellsouth Telecommunications, and Mountain Rural Telephone Cooperative, to Mountain Telephone Cooperative.

    Coverage converted to Kentucky Single Zone coordinate system NAD83, and areas in square miles calculated. Converted to decimal degrees NAD83 shape file.
