Order Entered: 1. BREC's petitions for confidential protection for Response 4, Response 12, Response 22, Response 30, Response 31, Response 32, and Second Response 3 are granted. 2. The identified information shall not be placed in the public record or made available for public inspection for five years or until further Order of this Commission. 3. Use of the material in question in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 4. BREC shall inform the Commission if the material in question becomes publicly available or no longer qualifies for confidential treatment. 5. If a non-party to this proceeding requests to inspect the material granted confidential treatment by this Order and the period during which the material has been granted confidential treatment has not expired, then BREC shall have 30 days from receipt of written notice of the request to demonstrate that the material still falls within the exclusions from disclosure requirements established in KRS 61.878. If BREC is unable to make such demonstration, the requested material shall be made available for inspection. Otherwise, the Commission shall deny the request for inspection. 6. The Commission shall not make the material available for inspection for 30 days following an Order that the material no longer qualifies for confidential treatment in order to allow BREC to seek a remedy afforded by law.

Final Order Entered: 1. The charges and credits applied by BREC through the FAC for the period from November 1, 2016, through October 31, 2018, are approved. 2. BREC's continued use of the existing base fuel cost of $0.020932 per kWh is approved. 3. BREC shall propose a change in its fuel cost allocation methodology to a least-cost stacking method in its next base rate case. 4. This case is closed and removed from the Commission's docket.

Order Entered: 1. The motion of KIUC to intervene is granted. 2. Order Entered: 1. Big Rivers Electric Corporation (BREC) shall appear in Hearing Room 1 of the Commission's offices at 211 Sower Boulevard, Frankfort, Kentucky, on April 16, 2019, at 9:00 a.m. , Eastern Daylight Time, to submit itself to examination on the application of its Fuel Adjustment Clause (FAC) from November 1, 2016, to October 31, 2018. 2. Not less than 7 days and no more than 21 days prior to the scheduled hearing, BREC shall publish, in a newspaper of general circulation in each area in which it serves, notice of the purpose, time, place, and date of the scheduled hearing. In addition, the notice of hearing shall include the following statement: "This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov." 3. BREC shall file with the Commission no later than April 15, 2019, proof of publication of its notice for the hearing. 4. The official record of the proceeding shall be by digital video recording only. 5. Neither opening statements nor summaries of pre-filed testimony will be permitted at the scheduled hearing. 6. The Commission adopts the procedural schedule set forth in Appendix A to this Order, which is incorporated by reference herein. 7. a. The information requested in Appendix B to this Order is due no later than 14 days from the date of entry of this Order. Responses to requests for information in paper medium shall be appropriately bound, tabbed, and indexed.
