Final Order Entered: 1. The rates proposed by Grayson RECC are denied. 2. The rates set forth in Appendix A to this Order are approved for services rendered by Grayson RECC on and after the date of this Order. 3. A management audit pursuant to KRS 278.255(2) shall be initiated and performed pursuant to a separate Order entered in a separate case. 4. Within 20 days of the date of entry of this Order, Grayson RECC shall file with this Commission, using the Commission's electronic Tariff Filing System, new tariff sheets setting forth the rates and charges approved herein and reflecting their effective date and that they were authorized by this Order. 5. This case is hereby closed and will be removed from the Commission's docket.

Order Entered: 1. Grayson RECC's petition for confidential protection for the information contained its Response to No. 16 to the Attorney General's Initial Data Request is granted. 2. The designated materials shall not be placed in the public record or made available for public inspection for an indefinite period or until further Order of this Commission. 3. Use of the material in question in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 4 . Grayson RECC shall inform the Commission if the material in question becomes publicly available or no longer qualifies for confidential treatment. 5. If a non-party to this proceeding requests to inspect the material granted confidential treatment by this Order and the period during which the material has been granted confidential treatment has not expired, Grayson RECC shall have 30 days from receipt of written notice of the request to demonstrate that the material still falls within the exclusions from disclosure requirements established in KRS 61.878. If Grayson RECC is unable to make such demonstration, the requested material shall be made available for inspection. Otherwise, the Commission shall deny the request for inspection.

Order Entered: 1. Grayson RECC and any intervening parties shall appear on February 19, 2019, at 9 a.m. Eastern Standard Time, in Hearing Room 1 of the Commission's offices at 211 Sower Boulevard in Frankfort, Kentucky for the purposes of presenting evidence concerning Grayson RECC's request for adjustment of rates. 2. Grayson RECC shall give notice of the hearing in accordance with the provisions set forth in 807 KAR 5:001, Section 9(2). In addition, the notice of hearing shall include the following statement: "This hearing will be streamed live and may be viewed on the PSC website, psc.ky.gov." At the time publication is requested, Grayson RECC shall forward a duplicate of the notice and request to the Commission. 3. At any public hearing in this matter, neither opening statements nor summarization of direct testimonies shall be permitted. 4. Pursuant to KRS 278.360 and 807 KAR 5:001, Section 9(9), a digital video recording shall be made of the hearing. 5. The Commission does not look favorably upon motions for continuance. Accordingly, motions for extensions of time with respect to the schedule herein shall be made in writing and will be granted only upon a showing of good cause. 6. Grayson RECC and any intervening parties shall file with the Commission, no later than February 12, 2019, seven days prior to hearing, a list of witnesses and exhibits to be presented at the February 19, 2019 hearing.

The procedural schedule set forth in the Appendix to this Order shall be followed. 3. a.
